You do not pick a first Section 8 market by flying there. You pick it from a laptop by running four filters on your market, your PHA, and your state rules.
A Public Housing Authority (PHA) is the local agency that issues vouchers and pays the owner. A payment standard is the cap that PHA uses when it calculates subsidy. A utility allowance is the PHA’s published estimate of tenant-paid utilities. Housing Assistance Payment (HAP) is the portion the PHA sends you after the tenant portion.
Filter one: payment standard versus real asking rent
Download the current payment standard schedule from your PHA website. Match bedroom size. Then open active listings in that same bedroom count and compare asking rent plus typical tenant-paid utilities against the standard. If asking rents sit above the standard on most cheap doors, the voucher will not cover the gap. You are shopping a market, not a photo of a house.
Filter two: insurance you can actually bind remote
Call two carriers or one independent agent who writes landlord policies in that state. Give a price band, year built, and occupancy type. Ask one question: will you bind a vacant-to-occupied landlord policy on a sub-$10k-cash door without a local inspection by me? If the answer is nonrenewal, surplus lines only, or we do not write that ZIP band, the cheap purchase price is a trap. Coverage is part of underwriting, not an afterthought.
Filter three: vendor depth you can hire without living there
You need two roles, not a property manager. A realtor who will do keys, showings, and the lease walkthrough. A contractor who also cleans and will meet an inspector. Search listings, then call three of each. Ask for a turn quote from photos, a same-week key pickup, and whether they have finished a voucher make-ready before. If you cannot get two names who answer the phone, you do not have a market. You have a spreadsheet.
Filter four: PHA speed
Email the owner liaison or landlord inbox: How long from Request for Tenancy Approval to first HAP on a clean file? How do you submit rent increase requests after year one? Do you publish owner packet checklists? Slow paper is not a reason to skip the market. Unanswered paper is. You run numbers, offers, screening calls, HAP forms, and insurance from wherever you sit. Local help handles the door.
Score the four filters on one page. Pass all four before you write an offer. Fail insurance or vendors and you keep looking. The goal is cash-flowing doors under $10k cash each, stacked toward 139 units and $1M a year. The first market is the one you can operate, not the one with the lowest list price.
Do not copy another operator’s city. Run the same four filters on your PHA and your state rules. That is the whole process.
Actionable Takeaway
Open your target PHA site, download this year’s payment standard by bedroom, pull ten live listings in that bedroom count, and write asking rent versus standard on one sheet before you call a realtor.
